Is drone liability insurance mandatory?
Civil Aviation Authority recommends every operator to have the insurance!
Pursuant to the amendment to the Aviation Law, from November 13, 2025,
operators owning a drone weighing between 250 g and 20 kg will be required to have third party liability insurance.
In the case of drones weighing 20 kg or more, UAV operators are obliged to take out civil liability insurance for damages arising in connection with their aviation activities in accordance with Regulation (WE) No 785/2004 of the European Parliament and of the Council of 21 April 2004 on insurance requirements for air carriers and aircraft operators.
On November 13, 2025, an amendment to the Aviation Law entered into force, introducing the obligation for operators of unmanned aerial vehicle systems (UAVs) with a take-off weight of 0.25 kg to 20 kg to conclude a third-party liability insurance contract. This insurance covers damages arising in connection with air operations.
Drone operator insurance costs
Available insurance:
- Mandatory third party liability insurance for drone operators – for customers with UAVs with a take-off weight from 0.25 kg to 20 kg.
- Voluntary third party liability insurance for drone pilots – for customers with UAVs with a take-off weight below 0.25 kg and from 20.1 kg to 25 kg, who are not subject to compulsory insurance.
UAV system operator – a natural or legal person who operates or intends to operate at least one unmanned aerial system.
UAV system pilot – a natural person who actually controls the drone in real time.

- The entire world except the USA, Canada, and Japan
Operation (flight) categories:
- Open Category - Operations in the "open" category do not require prior authorization for the operation or the submission of a declaration of the operation by the UAS operator before commencing the operation.
- Specific Category - Operations in the "special" category require an operational authorization issued by the competent authority in the Member State where the operator is registered.
- Certified Category - Operations in the "certified" category require UAS certification, operator certification, and, where applicable, a remote pilot license.
Variants of use:

Recreational option - civil liability of an UAV system operator performing unmanned aircraft operations for personal interests, for relaxation, or for entertainment, free of charge and outside of professional duties, during their free time.

Professional option - civil liability of an UAV system operator performing unmanned aircraft operations for commercial purposes or in connection with their work (including or excluding high-risk operations) or while participating in competitions, organized events, or demonstrations, regardless of whether participation in these events is associated with generating income.

Civil liability of the Warta drone operator

This insurance covers the third-party liability of an unmanned aircraft system operator using an unmanned aircraft with a take-off weight between 0.25 kg and 20 kg for damages resulting from operations performed during the insurance period.

The minimum liability insurance coverage, for an insurance period no longer than 12 months, for a single event covered by the third-party liability insurance contract, is the PLN equivalent of 50,000 Special Drawing Rights (SDR).

The liability insurance obligation arises no later than the day preceding the commencement of operations using the unmanned aircraft system.

- Drone flight restrictions apply near airports, but also over training areas, seaports, and power plants.
- Always check airspace zones and restrictions in the DroneRadar mobile app.
- One of the most common violations of regulations is flying above the flight altitude limit of 120 meters.
